On October 15, a press conference was held by the Publicity Department of the Shanxi Provincial Committee of the Communist Party of China and the Shanxi Provincial Government’s Information Office, focusing on “Promoting High-Quality Development and Deepening Comprehensive Transformation.”
During the event, Wang Jinbin, the Deputy Director of the Shanxi Provincial Department of Science and Technology, highlighted the province’s efforts to bolster innovation among enterprises. He noted that there are currently 4,155 recognized high-tech enterprises in Shanxi, with 63 “Science and Technology Vice Presidents” dispatched to assist them. Furthermore, 585 technology companies received specialized financial support.
Since 2022, the Shanxi Science and Technology Department has launched 33 major technical research projects aimed at significant technological breakthroughs, investing approximately 293 million yuan in government guiding funds, which has subsequently spurred 756 million yuan in social funding.
“Our mission is to leverage joint funding to enhance the original innovation capabilities of enterprises,” Wang explained. The Department has implemented a plan for collaborative funding of basic research projects, sourcing scientific challenges directly from companies. This initiative matches fiscal contributions at a ratio of 1:4 with business investments, resulting in partnerships with major firms like Taiyuan Heavy Industry Group, Jiaokong Group, and Luan Group.
Additionally, the Shanxi Science and Technology Department is focusing on building innovation platforms to concentrate resources for enterprises. Currently, six national-level innovation platforms, 55 provincial key laboratories, and 87 provincial technology innovation centers have been established.
The department also emphasizes targeted services to accelerate the growth of tech firms. So far, Shanxi has certified a total of 4,155 high-tech enterprises, with 84 provincial-level incubators and 331 co-working spaces. In three batches, 63 technology vice presidents have been assigned to companies, and around 37.68 million yuan of guiding funds have been distributed to support 585 tech enterprises.
Looking ahead, the Shanxi Science and Technology Department aims to strengthen strategic planning and enhance coordination, committing to further elevate the independent innovation capabilities and core competitiveness of enterprises while promoting deeper integration between technological and industrial innovation.
