On October 24th, the Guangzhou Ecological Environment Bureau announced that it has signed a “Carbon Inclusive Framework Cooperation Agreement” with the Hengqin Guangdong-Macao Deep Cooperation Zone Urban Planning and Construction Bureau. This agreement aims to fully implement the national carbon peak and carbon neutrality strategy, align with the spirit of the 20th National Congress of the Communist Party of China in advancing green and low-carbon initiatives, and further promote high-quality green development in the Guangdong-Hong Kong-Macao Greater Bay Area.
During the signing ceremony, representatives from the Guangzhou Ecological Environment Bureau, along with officials from sister cities, industry experts, and professional institutions, engaged in comprehensive discussions. They explored topics such as the digital construction of carbon-inclusive platforms, the development of low-carbon scenarios, and the establishment of carbon-inclusive incentive policies. They also considered cooperation directions including mutual recognition of carbon-inclusive mechanisms and cross-platform circulation of carbon credits.
The Guangzhou Ecological Environment Bureau highlighted its ongoing efforts to deepen the construction of the carbon-inclusive system in recent years, focusing on steadily reducing the carbon intensity of development, enhancing green metrics, and increasing the economic value.
Currently, the number of registered users on the Guangzhou carbon-inclusive platform has surpassed 400,000. The Bureau has released methodologies for forestry carbon inclusion, filling gaps in the ecological value conversion of forestry carbon sinks. It has also facilitated the use of carbon-inclusive emission reductions in scenarios such as zero-carbon exhibitions, zero-carbon factories, and carbon neutrality at the upcoming 15th National Games. Notably, this year’s Canton Fair achieved carbon neutrality for the first time, marking a significant milestone in overcoming emissions acceptance challenges.
Looking ahead, the Guangzhou Ecological Environment Bureau plans to strengthen inter-departmental and inter-regional collaboration, aiming to further advance the innovative practice of carbon-inclusive mechanisms across the Greater Bay Area.
