On the morning of October 21, a sudden surge of seawater inundated coastal areas in five cities of Liaoning Province, including Dalian, Yingkou, Panjin, Jinzhou, and Huludao. Local authorities reported that several streets and communities were affected, with vehicles submerged and residential homes taking on water—some areas experiencing flooding deeper than half a meter. Due to the unexpected nature of the event, emergency response and firefighting teams mobilized quickly to manage the situation and assist in evacuating residents. As of now, the seawater has receded, and there have been no reports of casualties. Authorities are actively engaged in follow-up efforts, ensuring that recovery operations are proceeding in an orderly manner.
